Re-Uploading the Exact HA Over and Over

I've noticed that HAs are being deleted and re-uploaded with no changes, bumping fresh HAs down and off the first page. I'd like to suggest some sort of rule that does prohibits this sort of uploading because its an abuse of the system, allowing people to upload HAs in order to get more adores.

I've seen people do this on a regular basis lately and it's really really annoying :<

Sometimes I even wonder if they updated it just to have an excuse to upload again. Seriously, make up your mind and stop fishing for adores.
