Can't pay Premium

I am really new to this part of the game.Goofed up big time on an avatar and now realize i already reach my 5 uploads and can't pay premium to do any more!! Can some one please help me and tell me as to why the buttons won't work, Or can't i be a premium member ?: :( ( Thankss

Have you looked under your Preferences for the option to Upgrade?

There wouldn't be a reason that you are not permitted to purchase a premium account.
