The weekly is awarded when the avatar is on the weekly top when it has been uploaded for exactly 7 days (and thus being kicked off the weekly top) Your avatar got kicked off before it hit the 7 day mark, thus not receiving the medal. Monthly medals were retroactive and any avatars on the weekly when we released the medals that expired while on the weekly top were rewarded, so they may have just made the cut (Though I can't remember exactly which ones received the first batch of weekly medals)

Someone already contacted me about your HA not receiving one, we checked into it and it is indeed working properly, someone just beat you before you had a chance to expire while on the weekly top. Sorry!
